Europe is warming twice as fast as the global average. Thirty-two member countries of the European Environment Agency now have a national climate adaptation policy: the 27 EU member states, Iceland, Liechtenstein, Norway, Switzerland, and Türkiye. However, the EEA Report 03/2026, published on June 11, 2026, emphasizes that shared methodologies and metrics are necessary. Available data do not yet allow for a complete and comparable assessment at the European level of who is better protected, against which risks, and at what costs.

32 National Policies, Zero Common Dashboard

By the mid-2010s, a majority of EU member states already had a national adaptation strategy, even though plans, their implementation, and evaluation remained uneven. In 2026, according to the EEA, the 32 member countries of the Agency have national adaptation policies, which may take the form of strategies, plans, and other instruments. This is the result of a decade of European pressure, cross-financing, and a gradual realization that mitigation policies alone—reducing emissions—are insufficient to protect populations from effects already underway.

But having a plan and measuring its effects are two different things. The EEA report identifies a persistent blind spot: assessment methods vary considerably from country to country. Some measure the money spent. Others count the infrastructure built or renovated. Still others track awareness or training indicators.

Evaluations still unevenly address the reduction of multiple climate risks and the protection of exposed populations.

This heterogeneity severely limits the comparability of results between countries and prevents complete and uniform European assessment of progress. It also deprives decision-makers of collective feedback that would identify what works. A country that invests heavily in coastal dikes and a country that relies on early warning systems for heat waves operate on different terrain, but they should be able to meet the same requirement: measuring the number of lives protected and the corresponding cost.

Heat as the Litmus Test for Adaptation Policies

The EEA report on the impacts of heat on health provides a textbook case. Heat waves kill. In Europe, estimates place mortality related to heat among the deadliest climate risks, with documented peaks during the summers of 2003, 2019, and 2022. Elderly populations, low-income people living in poorly insulated housing, outdoor workers: the same categories always absorb the brunt of the shock.

Some countries have responded with concrete policies. France deployed its heat wave plan after 2003, with registries of vulnerable people, health standby duties, and alert systems. Spain and Italy strengthened their epidemiological surveillance systems. Cities in northern Europe, less accustomed to such episodes, began integrating heat into their urban planning: green roofs, cool islands, reduction of mineralization in public spaces.

These initiatives exist and they deserve to be named. But their comparative effectiveness remains difficult to establish, precisely because indicators differ. France measures heat-related hospitalizations; Germany tracks excess mortality; other countries do not yet have systematic surveillance systems. When data does not speak the same language, comparing results amounts to comparing data without a common basis, and public policy is left blind.

Unequal Protection Passed Over in Silence in National Plans

National adaptation plans do not always explicitly address the question of prioritizing population protection. This omission has serious consequences. Climate risks strike territories and populations profoundly unequally. Low-lying coastal zones, densely mineralized urban neighborhoods, drought-prone agricultural regions often concentrate populations already economically fragile.

Effective adaptation should therefore be measured not only in aggregate—the total number of deaths averted, the total amount of economic losses avoided—but also in the distribution of these gains. A policy that effectively protects city centers while leaving peripheries exposed reduces overall figures without reducing vulnerability inequalities. It may even worsen them if it concentrates public investment where land is most expensive and taxpayers most visible.

The absence of common indicators limits the capacity to measure and correct unequal protection, but it is not the sole structural cause of unequal risk distribution. This also stems from territorial exposure, income, health, housing, access to services, and populations’ adaptive capacity. Without a shared framework, each country finds it harder to demonstrate for whose benefit its successes are achieved. The question is all the more relevant since European funds, notably from the Cohesion Fund and the EU Solidarity Fund, are supposed to precisely correct territorial imbalances. But measuring the redistributive effect of these investments requires having disaggregated data by territory and population category, which few countries still produce systematically.

This points to a broader problem in European public policies: naming a budget trajectory or an investment envelope is insufficient to demonstrate it reaches its targets. Transparency on results is a condition of democratic legitimacy, as debates on national budget choices show.

The Tools Exist, Their Generalization Remains a Political Choice

The EEA does not only identify a problem. It also documents the tools beginning to emerge to address it. The Climate-ADAPT platform, co-managed by the EEA and the European Commission, has aggregated data on adaptation policies across Europe for several years. It already allows comparing approaches, identifying best practices, mapping vulnerabilities. Common tracking indicators were proposed as part of the European Climate Adaptation Strategy adopted in 2021.

The problem is adoption speed. Common outcome indicators are not yet uniformly imposed, but reporting on national adaptation actions by EU member states is governed by legal obligations. Member states have common reporting obligations, but they are not yet required to use a complete set of common quantifiable indicators to measure adaptation effectiveness and results. The directive on critical entity resilience and sectoral regulations are beginning to introduce more precise requirements in certain sectors—water, energy, infrastructure—but climate adaptation broadly speaking remains an area where subsidiarity prevails over harmonization.

Several actors are pushing for change. The European Parliament requested in its resolution of December 17, 2020, that the new strategy include binding and quantifiable objectives as well as indicators to track progress. City networks, Eurocities, the Covenant of Mayors, develop their own shared reporting systems. Academic institutions like the Potsdam Institute for Climate Impact Research or Imperial College London work on transferable evaluation methodologies. The intellectual material exists.

What is missing is the political will to make its use mandatory.

Measuring to Last: What the 2030-2050 Horizon Requires as Choices

Climate adaptation is not a policy with a fixed duration. Even in the most optimistic scenarios for reducing global emissions, the effects of already accumulated warming will continue to intensify for decades. In Europe, where warming is faster than elsewhere, the persistence of risks requires evolving adaptation policies over the long term, without a uniform minimum thirty-year horizon being established by the source.

This is precisely the horizon where the absence of common measurement becomes a structural problem, not merely a technical one. An adaptation policy without robust outcome indicators is one that cannot learn from its mistakes. It can fund solutions that seem effective in the short term but displace risk in time or space: a dike that protects a city but worsens flooding upstream, reforestation that reduces fire risk locally but modifies hydrological regimes regionally.

The issue raised by the EEA is fundamental: distinguishing adaptation that truly reduces deaths, losses, and inequalities from adaptation that redistributes them differently. Robust, longitudinal, and disaggregated indicators, combined with qualitative assessments and analysis of distributive effects, better distinguish genuine risk reduction from its possible displacement. This requires investing now in data collection systems that will not reach their full value until 2035 or 2040, a horizon difficult to justify in political cycles of four to five years.

European demographic aging adds another dimension. Populations aged 65 and over represent a growing share of the population exposed to heat waves, health risks from deteriorating air quality, and disruption of essential services. According to Eurostat, this age group will represent approximately 30% of Europe’s population by 2050. An adaptation policy that does not track demographic vulnerability shifts risks becoming systematically out of step with the problem it claims to solve.

Concrete ways out of this impasse exist. The European Commission could condition part of Cohesion Fund financing on adoption of common outcome indicators, an approach already used in other structural policies. Member states could engage in a peer review mechanism modeled on those functioning in employment policies, where each country presents its methods and results to European counterparts. Public health systems could systematize data collection on mortality and morbidity related to extreme weather events, making them comparable at continental scale.

These options are already known instruments, already tested in other areas of public policy. Their application to climate adaptation is a matter of political decision more than technical innovation. The signal to watch in coming years will be the content of revisions of national adaptation plans, provided for cyclically by most member states: they will integrate commitments to measure results or remain planning exercises without accountability.

Measuring results in public policies extends beyond the climate field alone. The question of who truly benefits from public investments runs through all European budgetary choices, and climate adaptation is no exception.

Thirty-Two Policies Adopted but Results Still Not Comparable

Thirty-two national adaptation policies in EEA member countries and a European experience-sharing platform: Europe has built in a decade an institutional edifice that did not exist, without waiting for a binding global agreement on adaptation, unlike what happened with mitigation. It also mobilizes several financing instruments for climate action and resilience, whose scale and accessibility remain unequal.

What remains to be built is less visible but equally decisive: the capacity to know if this edifice truly protects. An adaptation policy that cannot demonstrate its results cannot justify its trade-offs, adjust its priorities, or convince populations in the most exposed territories that it takes them into account. Trust in public institutions is also built through transparency on what they succeed at and what they fail at.

The next concrete step will be visible in post-2027 European budget negotiations: dedicated adaptation financing will be subject to outcome measurement requirements, or it will not. Member states must also decide whether to harmonize their methods, at the risk of revealing that some plans are less effective than they claim.
