France finances well. In 2023, France devotes approximately 2.18% of its GDP to R&D, slightly above the EU27 average. The research tax credit remains one of the most generous schemes in the world, and major public agencies—ANR, Bpifrance, the France 2030 plan—mobilize considerable volumes. The GII 2025 describes France as producing relatively more innovation outputs than its level of inputs. The productivity of investment shows signs of slowing.
The OECD, in its 2026 economic survey dedicated to France, identifies several mechanisms. Among them, a systemic brake that does not appear in budget tables: the concrete difficulty for a foreign researcher to settle quickly and work legally. An insufficient capacity to rapidly welcome foreign talent weakens the overall performance of the ecosystem.
45 Days Against 15: What the Swiss Comparison Reveals
Switzerland achieves an innovation score higher than France and also spends more on R&D as a proportion of its GDP. The OECD notes that free movement of people with the EU has facilitated recruitment of skilled foreign workers in Switzerland. No average 45-day delay for researcher visas in France has been established by the sources consulted, nor any precise comparison of average processing times between countries.
This delay is more than bureaucratic inconvenience. For a researcher invited to join a laboratory for a publication or fixed-term project, a 30-day delay can mean a lost semester of collaboration, a missed European co-funding opportunity, an experiment repeated elsewhere. Laboratories recruiting internationally know this: they adapt their calls for applications to the constraints of the most responsive countries. Some foreign candidates abandon their French project due to administrative delays.
Recognition of foreign degrees exacerbates the situation. The OECD recommends streamlining the recognition of foreign qualifications to improve professional integration of skilled workers. An engineer trained in Seoul or São Paulo who applies to a Paris laboratory may wait several months before their credentials are validated. During this period, they cannot teach, sign research contracts, or access certain funding. Many choose not to wait.
This diagnosis aligns with the thesis that Olivier Babeau regularly develops in his analyses of French public spending: the French state spends heavily but rarely justifies the results obtained. Applied to R&D, this analytical framework highlights structural absorptions that gross volume masks. The Limits of the Swiss Example
The comparison with Switzerland has its limits, and they must be named. Switzerland is a state of 8.7 million inhabitants with a federal tradition of light regulation and a historically more flexible labor market. Its university system, ETH Zurich, EPFL, was built around global recruitment from the outset, which facilitates welcome procedures that France has never had to design to the same degree. Replicating a system is not transferring a form.
An institutionalist reading of the problem, one defended by economists like Daron Acemoglu or Thomas Philippon when they analyze how gains from progress are distributed or captured, would also complicate the picture. French administrative barriers are not irrational in their original logic. They protect qualification standards, prevent salary-dumping phenomena in sectors close to public service, and respond to real legal requirements. The risk, in loosening them quickly without a control framework, is to weaken the very quality of accreditations one seeks to accelerate.
This real tension does not validate the status quo. It poses a design question: accelerate without lowering standards. Switzerland combines recognition agreements with responsibilities distributed among employers, recognition authorities and universities according to diploma or profession. Universities guarantee the qualifications of their recruits; the state then validates faster. This is administrative re-architecture, not deregulation.
Start-ups Go Where Visas Arrive Quickly
The effect of administrative delays is not limited to researchers in permanent positions. It also affects deeptech start-up founders seeking to build multidisciplinary teams quickly. In sectors where France has real strengths—biotechnology, artificial intelligence, advanced materials—the ability to quickly recruit a foreign specialist is often decisive for raising a first funding round. Investors want to see the complete team. When the team is blocked by administrative delays, the round closes elsewhere.
This element may help explain the limited number of French unicorns relative to its R&D investments. Sovereign wealth funds from the Gulf orienting their bets toward biotech and quantum computing also look at execution ease in countries where they consider co-investing. Administrative fluidity has become an attractiveness criterion alongside taxation and infrastructure quality.
The link with skilled employment is more complex than it appears. Automation, documented in several recent analyses, generates net creation of skilled jobs, but only if the ecosystem has the competencies to fill these positions. A research labor market struggling to integrate foreign talent is also one that slows the skill development of local teams; intellectual spillover effects occur in presence, not remotely.
Reform Without Spending: The Lever France Has Yet to Use
Administrative reform can contribute to improved innovation performance outside of additional R&D credits. It does not require creating a new agency or funding an additional plan. It requires redesigning procedures: single window for scientific visas, delegation to public institutions of initial qualification verification, mutual recognition agreements with an expanded scope of partners.
France has attempted partial reforms. The Talent Passport, created in 2016 and amended several times, theoretically opens a fast track for foreign researchers. The OECD notes insufficiently digitized and complex visa procedures; the gap between official and actual timelines is noted without specific diagnosis of Talent Passport deployment. Regulatory intent exists; administrative execution does not follow.
The logic of systematic justification finds its analytical relevance here. If every euro of research tax credit must justify a return, every day of delay in processing a scientific visa application must also be evaluated against what it causes to be lost: a week of collaboration, a co-inventor absent from a patent, a postdoc signing elsewhere. Visa delays are not directly measured by the GII; any potential indirect effect on its results is not established by the index.
Governance Requirements for 2025-2035
The question facing us toward 2030 is not whether France will invest more in R&D. It will probably spend more, due to France 2030 commitments and competitive pressure from the global race in AI and green technologies exercised on states. The question is whether this additional spending will produce more, or whether it will be absorbed in the same structural gap between inputs and outputs.
Two trajectories are conceivable. In the first, France reforms its welcome procedures without changing its funding volume: visa delays fall below 20 days thanks to an operational single window, degree recognition goes through an institutional accreditation system delegated to universities. The gap between 18th rank in inputs and 12th in outputs narrows. Well-designed administrative reform could help reduce the gap between inputs and outputs. Economists like Philippe Aghion, whose work on Schumpeterian growth emphasizes the role of institutional frictions in innovation productivity, point precisely to this type of lever as underexploited in high-public-investment economies.
In the second trajectory, administrative reform remains partial. Announcements follow one another, windows are created but under-resourced, actual delays stagnate. In this case, France continues to finance at 18th globally and produce at a declining rank. Competition intensifies: the United States has loosened several of its post-pandemic procedures for scientific visas, Germany launched a substantial reform of its skilled immigration law in 2024. France could find itself disadvantaged if it does not reform its procedures while other countries loosen theirs.
What current signals permit us to observe: several major French university cities, Paris, Lyon, Grenoble, have experimented with accelerated procedures in connection with their institutions. These pilots exist. Scientific dependence on funding and talent from outside is a documented vulnerability factor; France cannot afford to add another layer by also blocking talent at the border. Generalization of these pilots at the national scale will be an important indicator of French performance at the GII 2028.
Inter-ministerial governance constitutes a major issue for improving performance. Reform notably involves Interior, Europe and Foreign Affairs for visas, as well as the ministry responsible for Higher Education for welcome agreements; the role of Labor varies according to title and activity, with performance indicators that do not communicate. French reforms require sustained inter-ministerial coordination that initial political intentions do not always support. Implementation of the next Talent Passport reform will be decisive for evaluating whether it truly creates conditions for accelerating procedures.
