Priority neighborhoods accumulate two handicaps that heat waves reveal together
The thermal vulnerability of priority neighborhoods is associated with several compounding factors. The first is the buildings themselves. These areas concentrate collective apartment buildings built between 1950 and 1980, often in concrete, without effective insulation, with windows oriented without solar logic, and roofs that accumulate heat. The second is the absence of vegetation. Urban heat islands form where minerals dominate: asphalt, concrete, parking lots.
In most French large housing complexes, trees are rare and permeable surfaces almost nonexistent.
The L’ObSoCo / Grand Paris Aménagement study from May 2026 measures notably the perceived adaptation of housing to heat waves. Across all French households, 28% judge their housing poorly adapted to heat waves in 2025. This national average obscures the real geography of exposure.
The 2003 heat wave is not an isolated point of comparison. Studies have identified notably poor insulation, living under roofs, a warmer built environment, reduced autonomy, certain pathologies, and social isolation as risk factors for excess mortality. Twenty years later, temperatures have continued to rise. Since 2004, priority neighborhoods have been the subject of major national urban renewal programs, without their relative thermal efficiency being established in these assessments.
MaPrimeRénov’ renovated houses, not the neighborhoods that needed it
Since 2020, France has deployed a massive thermal renovation assistance scheme. MaPrimeRénov’ has mobilized several billion euros and supported hundreds of thousands of households in insulating their homes, replacing their boilers, and installing heat pumps. The results in volume are real. But its geography poses a problem.
The scheme has primarily benefited homeowners. Yet residents of priority neighborhoods are overwhelmingly tenants, in social housing or degraded private stock. A tenant cannot undertake work on their home. They depend entirely on their landlord’s decision. According to available assessments, homeowners constitute a major category of substantial renovations, without these data allowing precise comparison of benefits between homeowners and tenants in priority neighborhoods.
The Abbé Pierre Foundation has documented this mechanism repeatedly: public renovation aid, however generous, does not reach the most exposed households because tenure status creates a structural blockage. The landlord who does not pay the energy bills has no direct economic reason to renovate. The tenant who pays the bills has no right to renovate. This “landlord-tenant dilemma” has been known for decades in economic literature. It has not yet received a legislative response commensurate with its scale.
Yet instruments exist. The requirement to conduct an energy audit before any lease, the regulation of rents for inefficient thermal properties, progressive obligations on social housing stock: these measures are advancing, but their timeline remains insufficient relative to climate urgency. The National Energy Mediator reports each year that households in energy poverty are predominantly tenants, and that their situation worsens during heat waves exactly as it does during cold waves.
Urban greening is progressing, but priority neighborhoods lag behind
Vegetation in cities protects. An adult tree cools its immediate surroundings by several degrees through evapotranspiration. A vegetated surface absorbs rainwater and limits heat island effects. These findings are robust and represent consensus in the scientific community. Several French cities have launched ambitious plans: Paris targets several thousand additional trees by 2030, Lyon has greened schoolyards in disadvantaged neighborhoods, Toulouse is experimenting with vegetated roofs on collective buildings.
These initiatives count. They show that levers exist and that certain local elected officials are grasping them. But their deployment in priority neighborhoods remains uneven. Urban greening requires available land, long-term maintenance budgets, and coordination between building owners, local authorities, and landlords. In large housing complexes, this coordination is often blocked by fragmented responsibilities: roads depend on the municipality, interstitial green spaces on the metropolitan authority, parking on the landlord, and apartment courtyards on the cooperative or housing association.
Some programs are advancing nonetheless. The Quartiers Résilients program, led by the National Urban Renewal Agency (ANRU), has integrated since 2022 an explicit climate dimension into urban renewal projects. Retention basins, bioswales, shade cast by vegetated pergolas: these improvements are beginning to appear in priority neighborhoods undergoing renewal. ANRU also finances climate vulnerability studies allowing municipalities to map heat islands precisely and prioritize interventions.
Buildings of 2025 facing the climate of 2050
Buildings last. An apartment building built today will still stand in 2070. An unrenovated apartment building today will probably still be unrenovated in 2035, unless forced intervention occurs. This slow temporality of buildings is the central constraint of urban climate adaptation: decisions made in the next five to ten years will lock in the map of thermal comfort for several decades.
Toward mid-century, heat waves could be twice as frequent as in 1976–2005 according to Météo-France projections; France’s reference trajectory for 2050 is +2.7 °C compared to pre-industrial levels. These projections correspond to emissions trajectories already determined by existing infrastructure. The question now bears on how the weight of this warming is distributed.
Without major shifts in thermal renovation and greening policies, the climate vulnerability of priority neighborhoods could intensify. Households that can afford it will leave these territories, or install air conditioners, a solution whose energy cost is real and access unequal. Those who stay without resources will find themselves in homes increasingly difficult to inhabit in summer.
This scenario is not inevitable. Several levers would allow avoiding it. More rigorous territorial targeting of MaPrimeRénov’ and renovation aid toward priority neighborhoods, coupled with specific obligations for private degraded stock landlords. An extension of the ANRU program integrating climate criteria not as optional but mandatory in each project. Dedicated funding for greening priority neighborhoods, separate from local authorities’ general envelopes and guaranteed over ten years to enable planning.
And a review of the timetable for banning the rental of thermally inefficient properties, accelerated for stock in zones of highest climate vulnerability.
These measures have a cost. But inaction does too, which climate adaptation economists estimate in billions in health expenditures, lost productivity, and social costs of forced displacement. The question public decision-makers will have to answer is not whether adaptation costs, but whether its cost will be socialized equitably or concentrated on the households least equipped to absorb it.
Programs that work and can serve as a model
Given the scale of the problem, it would be inaccurate to paint a picture of immobility. Several initiatives show that another path is possible.
In Toulouse, the “Quartier Fraîcheur” (Cool Neighborhood) program tested installing misters in public spaces on several blocks, creating temporary shade zones, and urgent greening of paved surfaces. The assessment conducted by the metropolitan authority in 2024 shows a measurable reduction in perceived temperature in treated zones during heat peaks. The investment is modest, the result immediate. This type of short-term intervention does not replace thermal building renovation, but it protects residents during the window of time necessary for that renovation.
In the Paris region, Grand Paris Aménagement finances climate vulnerability studies at the neighborhood scale, allowing precise mapping of the most exposed buildings and most fragile populations. This mapping is a prioritization tool that social landlords and municipalities can use to guide their investments. This is exactly the type of decision infrastructure that was missing until now.
Social housing enterprises, grouped in the housing federation Hlm, have also begun to integrate summer comfort criteria into their renovation programs, alongside traditional dominant winter consumption criteria. This evolution is slow but real. Several housing associations have experimented with “summer thermal comfort studies” before launching work, to avoid creating buildings well-insulated in winter but overheated in summer, a real risk when insulation is poorly designed or when ventilation is not rethought simultaneously.
This shift toward a conception of social housing integrating adaptation to heat as much as efficiency against cold outlines the framework of a more coherent public policy. On the question of equitable allocation of public resources among territories, it is the same challenge examined in other domains where territorial inequalities structure outcomes, like trade policies between partners at unequal development levels: without explicit correction of starting asymmetries, a neutral instrument produces unequal results.
Heat waves as a test of territorial governance
The thermal vulnerability of priority neighborhoods raises a governance question as much as an urban planning one. Technical tools exist. Knowledge is available. The question is which authority has the legitimacy and resources to force coordination among fragmented actors—municipalities, metropolitan authorities, landlords, private owners, the state—within a timeframe compatible with the pace of climate change.
City Contracts, which bind the state and local authorities on priority neighborhoods until 2030, constitute a framework. But they remain largely centered on the social and economic dimensions of city policy, with only partial integration of climate issues. A revision making thermal resilience a binding objective of these contracts, accompanied by dedicated funding and tracking indicators, would change the game.
The forward-looking dimension joins here the democratic dimension: residents of priority neighborhoods are the first hit by heat waves and the last consulted on planning choices that determine their exposure. Several local authorities are experimenting with participatory budgets themed on climate, allowing residents to co-define greening and planning priorities. These experiments remain marginal but indicate a direction: effective climate adaptation in these territories also passes through governance that recognizes residents’ use expertise.
The relationship between unequal treatment and public policy effectiveness is documented in other domains, notably in technological transitions where less well-equipped territories in infrastructure and skills remain on the sidelines, as the unequal deployment of robotics in Europe shows. The same mechanism applies to climate adaptation: without strong territorial grounding, national schemes benefit the best-equipped.
The next heat wave will come. The question posed by 2026 data is simple: what share of the 59% who suffer today in priority neighborhoods will still be in this situation in ten years? The answer depends on budgetary and regulatory choices being made now, in trade-offs often invisible to the public eye. Making them visible is a condition for them to change.
